Personally, my rule of thumb is to use Drunken Master unless I'm using Enraging Charge or the PvE slot is more valuable than the two slots I'd be using otherwise.
Which is... most of the time, to be honest, but Drunken Master does come out occasionally.

Just thought I'd add another suggestion. For those of you who run with heroes and henchmen for a good chunk of your careers, have a hero spec some points into command (9 and you can use a shield) and make them bring Make Haste and micro it on yourself. Disable Make Haste on their bar, because it's mostly unnecessary unless you find yourself slowed too much by Flail. I use the numpad, like this:
0 - Target self. Decimal - Make Haste. Enter - Target priority target.
When Flail slows me down, I just 0 -> . -> Enter and keep going. Very easy to do.
For many endgame areas, this becomes totally unnecessary, as the enemy quality is higher, and 10-13 seconds of Flail is much less of an issue, but anywhere else, this becomes very useful, and compensates perfectly for Flail's speed reduction in a pinch.

Flail is perfectly fine to use, just don't be a dolt about using it a few seconds before the last enemy dies and you shouldn't find yourself snared at an inopportune moment.

The inopportune moment to be snared is before the last enemy dies, since you have no contribution to the team while you are slowly waddling between targets that are busy attacking your team.
And any mob that I target is a few seconds away from dying, by this logic, there is never an opportune moment to use flail.

If you've got a clump of three or four, however, you certainly can use Flail. Especially if you have a cancel stance available if they scatter.
